A minor victim 14 years of age or older

A minor who is a victim of a criminal offence who is 14 years of age or older may file an application for qualification on their own.
A minor victim under 14 years of age
A parent or a person who has parental authority over a victim who is under 14 years of age may file an application for qualification for their child. However, if that person refuses or neglects to file the application for qualification or is the person who committed the criminal offence, another adult may file the application for qualification for the child.
Time limit for filing an application for qualification
The time limit for filing an application for qualification with IVAC is 3 years.
The time limit starts from the time the victim becomes aware of the harm they suffered as a result of the criminal offence or within 3 years of the victim's death. However, after this period, the victim may show that there are reasonable grounds for filing their application late.
For criminal offences relating to domestic violence, sexual violence and violence suffered during childhood
For criminal offences involving domestic violence, violence suffered during childhood or sexual violence, an application for qualification may be filed at any time.
